Under United States law, they have zero obligation. The supreme court has ruled the only people police are required by law to protect and keep safe, get this, are the people in their custody. Once they've detained or arrested you, it then becomes their obligation to keep you safe.
Look up policing for profit, in southern states where drugs are run, in certain areas, most traffic stops are in the south bound lanes. Why?, because the drug money is going out, they don't care to get drugs, they want the money.
Seat belt violations, having a car with expired registration, having a license expire by a few days because you didn't have time to get to the DMV. Do you really think the police are protecting anyone by giving me a ticket when I'm driving a car with expired tags? Does that really warrant a $110.00 ticket? Did that keep really keep any body safe?
How about cutting my grass on Sunday? Does it keep you safe knowing a man got arrested for cutting his lawn on a Sunday morning? How about that 10 year old girls lemonade stand the police shut down? Were you happy to know these 10 year old girls can't serve lemonade to save money for a water park? Did you feel protected and served by the police shutting down this horrendous violation of being a kid?
How about the guy who got kicked out of a park on a nice day because he was "leaning back" and it appeared he was laying down. Do you feel more protected now because this man can't lie down in the park, sitting is fine, but lying down, that's unacceptable and all those people need to be removed.
There is a misconception about police officers. They are not here to protect and serve you. They are here to protect and serve the governmental entity that declares itself by a name such as states, and countries. Police officers are here to generate revenue for the state. It's a way for the state to make profit. What do you think seat belt checks are for? If I am a grown adult, and choose not to wear my seat-belt, who does it hurt other than myself if I do not have it on. No one, so giving me a ticket for that seems to be pretty dumb seeing as it effects no one but myself. I'm a grown adult with the ability to make my own decisions regarding the safety of my life. If i choose not use it, no governmental agency should fine me for not doing so.

The protect and serve aspect of policing does not apply to the civilian. It applies to the state, police aren't required to protect you. It's a misconception among american's that police are required and bound by law to protect you if you call. They are not, in fact. If you've ever been to some of the worst of the worst areas in America, you would know if the police do get called, it'll be hours before they respond, some times they never even show up.
